Environmental Consensus Conference in the Second Half in 2011

The purpose of the project was to hold an Environmental Consensus Conference and a review conference in 2011. The question, “Are you in favor of the gradual increase in energy and electricity prices to cope with the higher expense in renewable energy development to reduce global warming and climate change caused by greenhouse gases?” was put forth and discussed in the conference. One hundred and eight individuals applied to attend the conference and 21 were selected according to the selecting rules set up by the Conference Advisory Committee. The conference was held on four successive Sundays from October 30th to November 20th. On the first day, lectures were arranged to provide members with relevant background. On the following two days, a forum for experts was held to provide experience exchange. On the third day, two sub-issues were discussed in the group discussion, i.e.(I) Are you in favor of the gradual increase in energy and electricity fees to cope with the higher expense in renewable energy development (II)Do you think any complementary measures are needed when gradual increases in energy and prices are carried out? The diverse comments gradually converged into a consensus during the panel discussion. After consensus results were checked by the panel of members, the “Environmental Consensus Conference Conclusion Report for the 2011” was accomplished and announced to the public on November 20th. According to the conclusion report, members proposed suggestions for the environmental protection administration: (I) Energy and electricity fees should be revised thorough deliberative processes, and transparent and fair fee- standards should be set. (II) High carbon-emission, high pollution and high energy consumption industries have high priority to be adjusted. Furthermore, disadvantaged communities should be subsidized or receive premiums when energy and electricity fees are increased gradually. (III) The fund collected from energy and electricity fees should be used in development of renewable energy technology, and its usage should be disclosed to the public. In addition, measures of energy conservation and carbon reduction should be implemented to prevent energy waste. In order to evaluate the outcome of the consensus conference, the conference advisory committee members, panel representatives and the EPA representatives were invited to join the review conference held on November 20th. The conference has concluded suggestions for “setting the conference issue”, “setting the agenda” and “forming a consensus”, which are good references for future conferences.
